What do you have against Iceland? It’s a nice place. A penal colony should be in a hot and humid location.
Interestingly enough, France still controls French Guiana. There once was a penal colony on French Guiana - the infamous Devil’s Island was part of it. Perhaps we can buy French Guiana from France, and reopen the penal colony.
