If something like placing a noose is such a horrible crime, then the hoaxers should be first punished to the same extent as would someone with malicious intent. In many ways, a hoax is more malicious.

Following that level of punishment (summary firing, expulsions, total destruction of reputation, permanent shame), a separate punishment should accrue for the hoax.

Punish for the act, punish for the hoax.

Maybe THAT could be considered a REAL HATE CRIME.

The way they use it now is like a bargaining chip when they will ‘overcharge’ you so there is enough ‘out there’ to negotiate with.
