Nothing really to predict. The "protesters" announced their intentions to do this a few days ago.
The "protesters" had been in their designatied protest area for a while. I guess no LEO's thought to watch them and see if they moved to the road. All the LEO's who just watched the protesters move the three vehicles sideways and then disable/remove the tires to block the entrance road should be FIRED. total incompetence or total collusion
