And people will vote for them over and over and over again. Obviously, Richmond is very democratic as is Northern Virginia where from a quarter to a third of the state’s population live (depending on how you measure it). The rural vote is no longer enough to outvote the urban/suburban vote in Virginia.

ImVho, the LAST decent/wise Governor of VA was Doug Wilder, who has been a friend of mine for over 3 decades.

SEE the book, WHEN HELL FROZE OVER: The Untold story of Doug Wilder, A Black Politician’s rise to Power in the South by Professor Dwayne Yancey. Published 01FEB1989.
(According to the chair of history at The University of Virginia, “Governor Douglas Wilder won the first popularly elected governor’s chair in one of the 13 states of Old Dixie with the support of one of the most peculiar combinations of any public office-holder ever. - That loose coalition included many African-Americans, The Sons of Confederate Veterans, Republicans, AME pastors, political Independents, Libertarians, moderate to conservative Democrats, blue & pink-collar manual workers, rednecks from Southside, the United Daughters of the Confederacy, small farmers, trade unionists & a great many other people of divers sorts. Governor Wilder’s election was an outright revolt against the “Good ‘Ole Boys Club”, i.e., the political elites of The Commonwealth”.
