What he did say is anyone admitted for anything - a broken arm, who tests positive for covid is counted as a covid hospitization.
Even if the covid is symptom-free. Pure corruption.
Read plenty of articles where patients not even tested marked as whu flu positive. Follow the money. ($13,000 to $42,000 for the Dx)

Well, you should have assumed the OP just made a mistake. Happens all the time to all= of us.
Often hard to tell if someone is lying or mistaken, so best to start off assuming error.

Someone comes into the hospital for heart surgery, gets tested for COVID and is asymptotic positive, is classified as a COVID hospitalization. That is wrong. The patient hospitalized for heart surgery.
But even if they are being admitted for something other than the virus, they are not treating for the virus.
