Doesn't the legislature have to pass a law with penalties?

How can the executive arbitrarily declare a misdemeanor and a penalty? Why not just make it a day in jail, or a week, or death?

I don’t think he can...we’ve got a Gov in Oregon who makes it sound like masks are required. ..but she really can only recommend. ..but businesses are following it. That is until legislative session starts which is soon...who knows what will happen then

Let me get this straight, someone commits a felony, is convicted and sentenced to a long stretch. Gets to prison, officials state he could catch kung flu here so he is released. At same time guy walking in the park arrested and incarcerated for not wearing a mask. He stays there.
