I heard on a local radio program that the DA was skipping the grand July, which violates the 5th Amendment. Can’t sy if this is true as I only caught the tail end of the conversation.

The requirement of a Grand Jury only applies to Federal charges. Most states have dispensed with most Grand Juries.
