A "State of Emergency"..whether declared by the President,a Governor or a Mayor is one thing. But what powers, under the US Constitution,do they have in a given situation..and for how long.

In 1918/1919 the world saw a pandemic the likes of which it hadn't seen since the bubonic plague. No shutdown. And IIRC that one killed people of all ages and in all states of health. This one kills the elderly, those in nursing homes and those with pre-existing conditions.Special advice can be given to those people and the rest of the nation can go about its business.

These ‘declarations’ contain triggers. Constitutional? Hell no but since when did the Constitution stop anyone in the modern era? 1918/1919? No such thing as ‘declarations’ on the same scale as now. All of this was incorporated by politicians unbeknownst to the citizenry and it’s happened in the past 20 years. Probably since 9/11.
