Poverty has a smell. Once you smell that foul odor you would never, ever forget it.
Those second and third world sewers DO have natural resources and money but all those assets are in the hands of a FEW stinking rich families who will NEVER, EVER let go of their money (bank$), power and land. They control the military, police, banks and own most of the land.
