My theory is when you have the Rats running everything unopposed, winning elections easily, they end up complacent and accountability goes out the window so a cop with 17 complaints against him is ignored.
Good point. Its bureacratic leftism. Every part of the bureaucracy has a claim on the system, so nothing changes.
