When Harvey hit the upper coast, it’s winds were down to 25 mph which makes it a TS. 65 inches in the Beaumont/Port Arthur area.

As mentioned up thread, just last September TS Imelda dumped more than 43" of rain in TX. The rain fell hard and fast at the astonishing rate of 5-6 inches per hour, giving new respect to the term flash flooding.
