I think martial law is the privilege of Congress. The President is not a king, but somebody who signs laws passed by Congress.

In each state, the governor has the right to impose martial law within the borders of the state.

Martial Law is putting the military in complete and direct control...and suspension of Civil Law...the Nat’l Guard and other entities do not require acts of Congress to deploy them for “assistance”....
