It all started as organic, peaceful protests at the intersection where the incident happened
Then the out-of-towners showed up and started escalating things
Then the professional anarchists showed up and sacked a police precinct house
Last night we saw foreign agents directing the unrest. The governor came out at 1:30am and during his statements let it slip that they were not prepared for the military tactics being employed against the police.
This is asymmetric warfare
Governor Walz claims 80% of rioters are not from Minnesota. He says they are tracing it to cartels and white supremacists. He has finally called up the full force of the National Guard which will be somewhere between 2500 and 13000. No firm number. Walz still won’t accept military police. He doesn’t like the “look” of federal troops in the state.
If by "foreign" you mean Chicago or New York that would be correct. The protests are simply Antifa, BLM, and the rest of the hard core left in action. You can watch video recorded by reporters friendly to, or perhaps a part of, Antifa and see them discuss tactics, and see the infrastructure they bring to a riot, or as they termed it "a revolution".
They've got medical teams, food and water supply teams, tear gas first aid teams, etc.
You can see what really happens in this video by Unicorn Riot where their reporter walks among the crown and talks to many people, a number of whom recognize him.
At 1:46 into the video the reporter interviews members of Northstar Health Collective. You can read about them here, they are a typical left wing activist support group.
At 1:54 in the video a person leading the crowd announces that he came from Chicago.
The crowd is very diverse, see for example the scene at 1:39 to 1:43 where the crowd are taunting police at the 5th precinct.
The street action wing of the Democrat party is out and they are busy burning down the stores that the actual residents of the neighborhood depend on.
