Absolutely right. A person in their right mind would put the leash on their dog (rather than lifting in by the neck & dragging it around gasping) and walk away. She made the situation & she escalated it by her choices.

Yes, she obviously has some anxiety and panic issues.. She handled it poorly. And, he is an anal-retentive, malicious pr*ck.

I’ve seen people swinging their dogs around by the leash while trying to keep them away from a loose dog trying to attack them. Do you honestly think she was trying to harm her dog? She was panicked and obsessed with keeping it away from the a threatening stranger. The dog was not harmed, but she should probably not own a dog.. She’s probably better suited to have cats.
