“He was trying to kidnap her dog.”

No he wasn’t. He knows from past experience that dog owners don’t like strangers giving treats to their dogs and it seems they react by putting the dog on the leash. Smart guy.

That sounds like a threat to either kidnap or harm the dog in some way especially when he pulls out the dog treats. She doesn’t know what he has in mind.

She should have had her dog on a leash in the first place but at the point where he threatened her she did the right thing by calling the police.

Maybe it's a NY thing, but giving treats to a dog against the owners wishes, stating I’m going to do what I want, but you’re not going to like it isn't smart at all. In fact it's stupid.
