In 1994 Bill Clinton appointed him to the United States District Court for the District of Columbia, his current position.
If he is a clown and a judge, two Republican presidents are responsible for him being on the bench.
Nobody can display more negative emotion than a person who is in the wrong, KNOWS he is in the wrong, and adamantly refuses to either change his attitude or in any way apologize.
