The head of the GBI is pursuing a political objective, namely to ensure that people are henceforth discouraged from trying to apprehend a black person, for any reason.
They want people to think "Just let him go, no matter what he did, because the State will bankrupt you and your family with numerous charges, and it won't matter much if you are found not guilty, you life will still be ruined.
You could have a point. We will see how it shakes out when it gets to trial.
