Yes they do- that is exactly what citizen’s arrest laws are for
you and bryan may not like citizen’s arrest laws- but they are perfectly legal- so no- Bryan wasn’t making ‘far too much sense’- Was calling the police an option? Sure- (They did infact call police) Was going after the dude to question him an option? Yes- a legal option- Was detaining him via a citizen’s arrest a legal option? Yes-
If you are going to look at an issue- you need to look at it objectively and decide if they were within their rights to do so- not judge based on what you would personally do in a given situation-
