Seeing as the governor did not issue her edicts in 14 day increments, she is still in violation.
And even though that section doesn’t mention legislative approval, the other emergency statute she cites in her orders does, as does the 10A clause of the state constitution.
Brown does not get to pick and choose which sections of the statutes and constitution she follows. She could have actually bothered to conform to the law, just like she expects us to conform to her edicts.
She’s a scofflaw.

the statute appears vague on the 28 day limit. Any vaguery will go to the guv in the state supreme court.
The Governor has been having a very hard time with the legislature. The Dems have a sizable majority, so the GOP has taken to boycotting as a group to prevent quorum.

Now we need a judge up here in WA to kick Inslee’s butt too.
Frankly, I have no doubt the OSSC will twist themselves into pretzels to find for Kate. They are perfectly happy to ignore the statutes and the constitution.

(5) A proclamation of a state of public health emergency expires when terminated by a declaration of the Governor or no more than 14 days after the date the public health emergency is proclaimed unless the Governor expressly extends the proclamation for an additional 14-day period.

Well in Oregon they already control both houses, the Governor's office and almost every State level office. We won the Secretary of State a while back, but that's targeted now, too.
Sadly, the Oregon Supreme court just stayed the lower court judges ruling pending hearing
