Gee for those who forgot or were not around for the 1980’s, this was the standard practice for AIDS. Oops, never mind that was different somehow, I mean it still killed large numbers, shut down medical systems and was difficult to determine the method of spreading. But once we did all those who contracted the disease were contact traced and quarantined. Oops again never mind, we found the issue and then nothing was done because of the special group who were those mainly effected.
