Another thing. Government workers never lose money. When California government workers have taken pay cuts in the past, the pay they missed is put into a bank that they can later cash out. If they hold that bank until they retire, it is a nice investment.

they have to take two unpaid days a month. Straight up salary reduction.

Whoever told you that “the pay they missed is put into a bank” is full of crap, or outright lying.

There are some perks that the higher up execs get, but not line workers.
