I, persoanlly, think it goes a little further: Flynn was going to clean house by streamlining all 16 Intel Agencies (i.e.: The Intelligence Community) which would have removed a lot of deep state holdovers from previous administrations, namely ObamaIdiot’s.
I think it’s BOTH and probably MORE!
The pushback when he did that at DIA got him removed from DIA.
