Same thing happened to my brother in law, he had a home that he bought in Northridge(For the purpose of renting it out) he was having it renovated and put multiple cameras around the house, someone broke in to steal the tools, on more than 1 occasion

I used to work in areas of new construction. Theft always happened. It is obvious this guy was a thief and low life. It is obvious that jury and executioner was what the two other guys were based on what I see even if low life jogging man tried to take the weapon. Our system is weird. The two may get off or may go away for a very long time. I do know this will be the fire of the summer and election fall.

If the builder or his subs (sub-contractors) are not there, there are no tools laying around.
