Until proven otherwise, they "undocumented migrants" must be treated as "guests" and accorded all rights and privileges pertaining thereto.
No separating children from their parents! No children in cages!
Release them on their own recogniscence so that they can appear in court one month later.
Etc.

I assume they were Venezuelans who had fled earlier (a mini “Bay of Pigs”) - probably not migrants at all.
