If I were a Texas restaurant owner I’d just open up. You’re rarely at a hundred percent anyway. Does some busybody walking by look in and count noses and go look up your capacity and complain? Doubtful. And if the cops come by just say oh sorry and reduce your tables.

That’s what I don’t understand. How are the restaurants going to enforce this. They are all scared of being sued by the scared crazies that need to stay home. I will not wait in line for 2 hours to get in a restaurant.
