To think many of those salons are owned by Vietnamese who fled the Communists. Ironically, as of now, Vietnam is freer than the US.
It is no small thing.
They are a way for minor tyrants to rule their bureaucratic kingdoms.
If you have to have a license to operate your business, then like it or not, you have just taken on a partner. One who contributes nothing to your success, but who, with the stroke of a pen or an unreturned phone call, can close your doors.

I think that has a "practical" answer. Black markets are, by definition, illegal, somehow violating a regulation or law.
So, first there is the issue of getting caught. Then there is the issue of being hauled before a tribunal for the violation.
Will some governments lock some up? Maybe. But then they face the jury, the public, etc.
There is also the possibility that some people asked to be locked up, in order to shine some light on what the law is. Nothing better to do, might as well be locked up.

Man, what a choice! Yesterday, Newsom said it would be “months” before barber shops and salons would be allowed to reopen. So if you own a barber shop or a salon, your choice is sanctions, remaining closed and going bankrupt, or the black market.

When I get a haircut I won’t be looking for any framed licenses as the government has made it clear that they don’t mean anything worthwhile.
As others have said, many victims of all this will still vote Dems like half-wit sheep again. Why?
I even feel like asking the Michigan people in their twenties I saw yesterday as I walked alone in a park with hiking trails--"I know all of you vote Dem again and again. Here you are deliberately disobeying Whitmer's order. You are several gathered close together, no masks, near each other. You probably drive to places not on her accepted list and visit people which is in violation. Rebels. But then you meekly vote Dem again."
I carry tear gas but no gun and I know there'd be a fight and I'm going on 74 as of May 30th, so I don't really do it.

Yes, it is past time for direct action against the state enforcers. It is becoming a battle of freedom or communism.
