The answers are job discrimination lawsuits, the threats thereof, and political pressure to stop this crap (along with immigration)
NO PERSON in the CRAs and The Constitution mean just that

This is similar to Erik Holder’s statement about white people not applicable to crimes against them being hate crimes. White man bad.
