It depends on the size of the disruption.

Back in the day, it was politically popular to pay farmers to not grow crops.

Maybe I'm wrong, and it is politically poplular for the government to commandeer manufacturing and processing sectors of the economy. Factory by factory. Trumn attempted to seize control of the steel mills during the Korean War.
