The Chinese learned from WW2. They have kept their Pearl Harbor below the massive retaliation threshhold, and have even managed to turn Americans against one another, instead of against Communist China.

For example, they are, via infrastructure projects, establishing beachheads on every continent. Every project comes with its own major Chinese work force, including clandestine special operators and intel agents.
