I watched an Australian version of 60 Minutes. They had an entire segment on how the Chinese government, in the early stages of the pandemic, instructed Chinese businessmen working in Australia to quietly go from store to store and buy up all of the PPE they could find. They were shipping it out of the country by the planeload before the Australians caught on and put a stop to it.
Its time for countries to work out what they produce a lot of and well and distribute it only to "good global citizens" - you know, the countries that have reciprocal property rights, don't persecute citizens for their religious beliefs (a WTO membership requirement), don't proclaim that they own international shipping routes, don't steal corporate or government information from other countries, don't blackmail other nations into trade scenarios, don't lend to nations knowing they can't repay and take their sea ports and other strategic commercial assets etc...
