NIH is under the U.S. Dept of Health and Human Services — which is under Trump.
Dr. Fauci works for Trump and has been working for him for three years. Trump has had Fauci front and center in almost all of the covid-19 briefings.

I would not blame Clinton, Bushes, or Obama for something they did not personally designate in federal funding programs. Obamacare - Yes. A $3.7 million grant to a lab in Red China - No. THERE IS A DIFFERENCE. LEARN IT.
PS: Spending 28 years saving the taxpayers hundreds of millions of dollars in environmental cleanup costs but never got specific case orders from any president. Did brief Pres. Nixon on Vietnam in 1971 but that was a different kind of war.
