Not so sure that Hawaii didn’t make the right decision. The four times I’ve been there I have felt like I was the minority. The Islands are full of Chinese tourists. It seems that are the major portion of the tourist trade there. That being said maybe since the travel ban on China was implemented it isn’t an issue any longer.
If that’s the case actually all the more reason to engage in herd immunity. Get around those who could possibly infect you and develop an immunity so it’s not a problem later.
Sooner or later you have to re-open. Is it better to re-open while your immune system is still good or wait longer as it gets less active every day you stay home and weakens?
On one of his trips there, my brother warned his kids and grandkids to watch out for the Chinese tourists. He says they are aggressively rude.
His family properly chastised him for his racist attitude. They found out for themselves that he was right.

Maybe, a good portion of the seasoned Citizens moved to Arizona
