I wonder what our ships have to shoot at them since they don’t mount banks of 20mm and 40mm twin mounts of decades past? I’m guessing they have .50 cal, but figure they would need something bigger than that? For Navy folks, do all of our ships have the Phalanx system and can it depress that low?

Very outdated sailor. The system can depress quite low depending on individual installed location. Something like 20 degree in depression—but remember it might be 100 ft above the waterline—so whatever the geometry result of that is.
As to ship installations—do not know but certainly is on all the big boys. May not be on the smallest. Certainly most vessels have it installed.
