What was the focus of this conference was how they can lower cost by hiring external workers (H1-B Visas and others), and they were teaching the specific ways on how to craft the job descriptions in such a 'creative' way that it would be almost impossible to find an American worker to fill the position.
After the job posts remains unfilled for a few months, they can then goto the State Dept and say how they are having difficulty filling the posts and they needs to hire from outside the USA to fill the jobs.
That practise has been ongoing ever since.
You have to love the extensive list of job criteria that these HR managers post for the magical unicorn candidate they are not really looking for. Nobody could possibly have the those mixes of skillsets. It is hilarious when they ask for 5 to 7 years of experience in a technology that has only been around a year.
