The Supreme Court, possibly, but in Virginia the legislature (not the people) elect all judges, so judges tend to be very deferential to the legislative branch.
The RATs control the Virginia legislature, and they are far-left barking moonbat type Democrats.
Not sure if they can. There's a rally planned for APR 24 in Madison to advocate for opening the State. Maybe the people's voice will be heard !
