I’m sure stuff like this happens in closed door White House meetings all the time.
Navarro and Fauci are obviously at polar opposites on this issue. And that’s OK. It’s counterproductive to fill your task force with a bunch of yes men.

Anybody who has worked for any type of organization has seen it. All execs have huge egos — that’s how they got promoted. If you don’t have a huge ego, you don’t get to the top. You get there by arguing and fighting for what you believe is right. Wallflowers get completely run over.
These types of fights are held behind closed doors. When the team goes out in public, they do their best to show a unified front.
This behavior is old as the hills.
If these types of agreement weren’t happening, I’d be concerned (as you say, fill your task force with yes men). I think we all had the feeling that Obama filled his entire administration with obsequious yes men and there wasn’t a true leader among them.
The best and most productive project teams I have been on often have quite a bit of disagreement at times. Nothing worse than a team full of “Yes” people or “Negative Nellies”!
