Why did the SecNav jump over 4 senior admirals in the chain of command to get his power focused on a mere captain who he accused of jumping the chain of command himself? That decision should have been left to lower echelon brass.

He didn't jump over anyone. He is Acting SecNav who wants the crew to know what the policy of the Navy is straight from the horse's mouth. The reaction of some of the crew applauding this a$$hole as he left the ship is a disgrace. Not the US Navy I served proudly in for 8 years.
The MSM and the Dems are making this guy a hero. He is not. He not only violated the chain of command, he jeopardized national security by his grandstanding. Our enemies don't need to know about matters that affect adversely operational readiness.
And not to put too fine a point on it, but in our country the military is under civilian control. SecNav is a USNA graduate. He is not alien to the culture.

This was the same, but given directly to the sailors who were involved in this and seemed to support Croziers actions of publicly releasing his views on readiness and support. The buck stops with the the Secretary.

Because the C of C is clearly not working and he doesn’t trust them to get his words out properly. Maybe because 4 senior admirals are about to be zero.
Clearly, on this ship, drastic action is called for.
Probably because he was concerned that the "lower echelon brass" would just do a wrist-slap and a finger wag. He understands how at this level of command there is a strong protect each other attitude.
He also sent a very strong message to the "lower echelon brass" that the normal BS way of doing business in the Navy is OVER.
