This is an interesting situation.. Writing the memo was the guy's duty in looking out for his sailors.

The leak is another matter entirely.. Whoever leaked this letter just destroyed a good man's career.

If he leaked it himself, it just screams "lack of faith in the chain of command".

Of course he did. He copied 20 other people. There was no reason to do that......none.

Beg to differ. If he sent out 20-30 copies instead of one to his immediate superior then this person is a mental case. Obviously does not belong on command of a CVN.
There is absolutely NO excuse for what he did. He has brought disrepute upon himself and the navy. He should be courts-martialed.
