(4)(A) For purposes of subparagraph (3), a catastrophic quorum failure report is a report advising that the inability of the House to establish a quorum is attributable to catastrophic circumstances involving natural disaster, attack, contagion, or similar calamity rendering Representatives incapable of attending the proceedings of the House.The House Rules are fairly extended on "catastrophic quorum failure."(B) Such report shall specify the following:
(i) The number of vacancies in the House and the names of former Representatives whose seats are vacant.
(ii) The names of Representatives considered incapacitated.

That’s precisely how we got the Kenyanesian Usurpation.
The bill just passed on a voice vote. The Democrats just ignored Massie’s call for a roll call vote and assumed a quorum WAS present and they sent the bill to President Trump for his signature.
It is built on a mountain of debt, and handouts for politically connected cronies
The tax cuts were good, but govt spending does not create prosperity. But don’t take my word for it. Read a book on free market economics.
What a wonderful precedent to set.
