I think the way it works is that it is generally recognized that the House needs to pass an identically worded bill. with an identically worded bill, there is effectively no need for reconciliation at the bill wording level. thus, all that is needed (at least in theory) is some kind of paperwork shuffle to make it ready for the president’s signature. (I could be wrong.)
Revenue bills must originate in the House. This is an appropriations bill.
