I have no doubt that the FBI told then they had a bomb to sell him, cheap. I have always said that any police agency that provides any contraband to a suspected criminal in order to arrest him in the act of receiving it, they have created the crime and enticed the person into the act.
When I was a site supervisor, I once had a manager that told me to plant some company property on an employee he didn't like in order to send police after him for theft. I quit the next day and immediately hired on with the competition. That would have been illegal and unethical for me to do but it's OK for the police to do effectively the same thing?
A few months later I got that employee hired at the new company I went to work for and he excelled.

A lot of these people can barely tie their own shoelaces. To focus on this guy for a sting seems a little unethical. Then again, the average non-political criminal isn’t exactly a rocket scientist. And among political criminals, Ted Kaczynski’s are, fortunately, extremely rare. To befriend a guy down on his luck and goad him into delivering a car bomb instead counseling him - that’s what happens when you have a hammer (i.e. you have an FBI badge) - everything looks like a nail.

Except the Houston area is on stay home mode until the day after this event ends. OTOH, the shut down could hide activities. The Houston area is the hot spot for Texas so shuttles aren’t social distancing.
Houston wouldn’t be a good staging area for spreading something worse than CV since the Gulf blocks the spread on the southeast side. However, it does have refineries and the ship yard. Unfortunately, it is Sheila’s district with her low IQs.
Either way, we’ll see soon enough.
