Wrong!! There must FIRST be a Constitutional Amendment requiring 3/4 (38) of the States to approve of any change in the Constitution. But before that can even happen it would take 2/3 of the States to even agree to hold a Constitutional Convention (Don't hold your breath for this to happen)

"In the next presidential election after adoption by the requisite number of states (IOW a Constitutional Amendment), the participating states would award all of their electoral votes to the candidate with the largest national popular vote total across the 50 states and the District of Columbia"

Um, you obviously missed the entire point and the news stories.

Try to keep up.

The States passed their own State laws to give their electoral college votes to the candidate with the most popular votes from all the other States.

You might want to read both my comments and news articles about the subject before making a further ass of yourself.
