What they did could easily be explained as a simple rebalancing of their portfolio after a very strong market run up.

In addition to the previous replies to your question, I also believe that the Senate has tried more than once to put through legislation to stop this, which is effectively insider trading. Sadly, it always has failed. Why would these millionaires kill the golden goose???
