The USSR starved millions of farmers because the crop yields were reported to the central planners as much higher than they were to meet centrally planned goals. Moscow took the numbers at face value and collected their share, which turned out to leave nothing for the farmers.

Big lumbering businesses have forgotten the failures of the USSR and are still drawn to big bureaucracy, centralized data collection, and planning. It's a curse.
