OPEC simply has long had a policy of keeping their oil price-stable in the EU. That's what is documented there. Period.

Color me skeptical. Both oil and currency exchange rates are all over the map, with oil being much more volatile. This guy cherry-picked (both from currency and oil data) 3 data points from 3 years in which oil was relatively stable, which is not exactly representative of reality.
