Separation of power. Balance of government. etc. etc. etc.

Use the powers granted by the U.S. Constitution and our Declaration of Independence.

Speaking of being obtuse, the Declaration of Independence does not grant any powers. It was the rationale for the colonies to go to war against England to obtain their independence. The Declaration of Independence precedes ratification of the Constitution and the actual beginning of the United States by 12 years.
