These territories don’t vote in the general election. They don’t have enough residents. They apparently decided at some point to allow them a say in Presidential races by letting them contribute a few delegates to the party conventions, but so miniscule as to make little difference.
It’s been one of the more heavily Dem territories, hasn’t elected a GOP Governor since 1988 (and he was the only Republican to win prior elections, too). His daughter became the first Republican to win the U.S. Delegate position in 2014, Aumua Amata Coleman Radewagen. She racked up the highest (83%) reelection victory in 2018 of any Delegate candidate to date in AS.
Fun fact about her, she holds the record (to my knowledge) of having lost more races for Congress in the history of
the country before she finally won... Her ELEVENTH try. Sometimes persistence does pay off.
