100% nonsense ... i’ve visited multiple private companies receiving DARPA grants for advanced projects that weren’t secret ...

also, DARPA funded the invention of the Internet, i.e., DARPAnet, the very first Internet, and multiple universities with various kinds of military research funding participated, and not just the departments with that funding.There was also such a big clammer by other universities and super computer centers to joinDARPAnet, that the NSF was funded to build and operate the NSFnet, which everyone else could join, and NSFnet was the precursor to the public internet ...

DARPA also funded the creation of the sockets interface in Unix that allowed arbitrary computer applications to utilize these early networks, applications like email and ftp ... there was nothing secret about sockets, email or ftp either ...

Yep - DARPA and the other acronym entities that formulated/shaped/defines the internet are normal topics when teaching folks about networking/routing/security...
