They originally had a lot more than 16, but homeless people stole them and are now living in them.

I think Seattle tried this a while ago and had to stop and take them down because they were being used for prostitution and drug dealing/using.

I've read articles wherein these "woke" cities had free bikes - ride around and deposit them at centrally provided racks. They were all stolen within weeks.

Next came free heavy coats to protect them during the winter. Most were swapped for booze and drugs.

And on and on and . . .
