Not Rounding Errors - It's Supposed To Be This Way Because of the way the math was done at the caucuses, many precincts wound up with an extra delegate that got "assigned" to one of the candidates at the end of the caucus. We were able to look at worksheets from 18 precincts that were posted on Twitter. We found a strange process where numbers below .5 were being rounded up in multiple precincts. See the photos above for more examples.
Six of the precincts had the unusual "rounding up." One seemed to be a tie - which may have been decided with a coin toss. Of the six precincts with the "rounding up" - 4 were given to Buttigieg, 2 to Biden, and 1 to Warren.
We posted the results on Twitter, and at that point received an explanation about the math. We had originally called them "Rounding Errors." But it turns out they are not rounding errors. This is exactly the way that the Iowa Democratic Party wants the votes to be counted. As seen above in the instructions on page 15 of the Precinct Leader Manual, if there are extra delegates after the 2nd round of voting, the extra delegates are assigned to the candidate with the "highest decimal below 0.5."
There doesn't appear to be any fraud here. Just a bizarre and arcane set of rules.

Yeah, Common Core math was used to write the algorithms inside the Shadow software. Bought and paid for by the Clintons and Soros.
C1: 1.31
C2: 1.29
C3: 0.40
All three candidates above earned a delegate each. Why? Because after assigning the first two delegates, the fractional delegates earned look like this:
C1: .31
C2: .29
C3: .40
Of the three above, which should receive the delegate? This isn't hard to anyone who was educated 20-30 years ago for sure.

It is like that. The old scam was to cutoff the interest after the second digit.
In this case they uploaded the right information. It is reported wrong.
For example you can print a percentage point using a format that merely prints out ##%. What appears to have happened is they are reporting it (round(##%).
The difference is one reports the percentage using the basic rounding system that we all use. The second just takes the first to spaces and ignores the rest. So, it doesnt round up or down, it just punts in the first two digits. So, 94.9% becomes 94%. As you can see, over 99 counties, this would become problematic. And it would be a bitch to find.
THEN AND NOW-——THE IOWA CAUCUS DEBACLE UP-CLOSE:
LAST FALL, Iowas Republican and Democratic Parties and their app and web development vendors partnered with (cough) Harvards “Defending Digital Democracy Project” to develop strategies and systems to protect results and deal with misinformation.
The Harvard group included party “campaign experts” Robby Mook and Matt Rhodes, and experts in (A) cybersecurity, (B) national security, (C) technology and (D) election administration.
Fortuitously, the group simulated different ways “things could go wrong” on caucus night. (cue maniacal laugh machine here).
Mook is 2016 campaign manager for Hillary Clinton, and Rhodes is Mitt Romneys 2012 campaign manager.
Out of sheer public-spiritededness, these two helped develop a video to alert campaigns to warning signs of hacking and misinformation.
THAT WAS THEN-— THIS IS NOW-—WHAT THE IOWA DEMOCRAT PARTY IS SAYING IN THE AFTERMATH OF THE DEBACLE
“The app the Iowa Democratic Party commissioned to tabulate and report results from the caucuses on Monday was not properly tested, people briefed on the app by the state party told newspapers. It was quickly put together in just the past two months , said the people, who asked to remain anonymous because they were not authorized to speak publicly.”
Plus the state party decided to use the app only after another proposal for reporting votes which entailed caucus participants phoning in their votes was abandoned, on the advice of DNC officials, according to David Jefferson, a board member of Verified Voting, a nonpartisan election integrity organization.
